No-Tomato Chili (2)

Ingredients
2 lbs lean ground beef
5 teaspoons garlic, minced
2 tablespoons olive oil
4 tablespoons chili powder
4 tablespoons flour
1⁄2 teaspoon black pepper
1 teaspoon salt
2 teaspoons cumin
2 -3 cups warm water
paprika
1 (12 ounce) bottle beer

Directions
In a large dutch oven combine first 3 ingredients and cook over medium heat until meat looks done.
Add the rest of the ingredients and cook over low heat covered for an hour.
Serve over white rice.
Optional toppings -- shredded cheese, sour cream, green onions.
